Katrina: Bush's short sighted moves

In the aftermath of Hurricane Katrina, Bush's shortsighted actions have come back to haunt him. It'd be nice if this were an aberation but to me, this is just one small piece of a larger pattern...
Just a few of Bush's short-sighted moves:
-Stayed on vacation for 2 days after the hurricane struck
-After coming off vacation, one of his first quotes was, "Nobody could have known the levee might break." A levee break was widely predicted by all relevant agencies in the case of even a class III hurricane.
-Homeland security diverted funds from Levee repair to shoring up security efforts. Republicans continue to be so short sighted when it comes to wisely investing in the future. A few million dollars could have prevented the losses of thousands of lives, billions of dollars, and perhaps one of America's greatest cities.
-Appointed Michael Brown to head FEMA. Brown was fired from his previous position overseeing horse shows. Brown was forced out of the position after a spate of lawsuits over alleged supervision failures. And now he's heading the major federal agency for responding to emergencies. Great. Overall, Bush has appointed so many unqualified people to positions of great importance, particularly when it comes to the environment. Why is it only democrats ever question any of Bush's appointments?
-Commended Michael Brown as doing a "great job". Reminiscent of his show of support for the great job Rumsfeld was doing on the Iraq thingy.
-His mother, Barbara Bush, apparently believes many of the victims are better off now than before the Hurricane.
-I won't even go into the long term affects and costs of global warming which the vast majority of studies show is largely being caused by human activities.
